About the Council

Duties & Responsibilities

The mayor is the chief executive officer of the city and presides at meetings of the council, is recognized as the head of the city government for all ceremonial purposes but shall have no administrative duties.  The mayor shall have an equal voice and vote as a member in all proceedings of the council, but shall have no veto power. As a Home Rule City, the adopted Charter determines the government structure and powers. For Mayor and Council, these include, but are not limited to, expenditures, contracts, Ordinance and Resolution adoptions and motions.

Appointment Process

The St. Clair City Council consists of the Mayor and six Council Members. The mayor is elected by the voters of the city at large for a two year term. Council members are elected by the voters of the ward for which they petitioned for a two year term. At the first regular meeting of the new Council, a Mayor Pro Tem is appointed, who will act in the absence of the Mayor.

Petitions for Elective Office

Section 2. of the St. Clair City Charter includes sections pertaining to councilmembers’ eligibility, compensation and  meeting requirements:

  • Only registered voters of the city are eligible to be a candidate for and hold the office of mayor and councilmember
  • The council determines the compensation of the mayor and councilmembers, which is currently $800 per year for the mayor and $600 per year for councilmembers
  • Petition Signature Requirements: 15 minimum, 20 maximum, valid signatures of electors from district for all offices; city-wide for mayor, by ward for council.

Dates & Times

The City Council meets regularly at 7:00pm on the first and third Monday of every month, except when meetings are rescheduled due to legal holidays, and held in the Council Chambers (lower level) of the Municipal Building, 547 N. Carney Drive, St Clair MI 48079.

Agendas are posted by the Friday prior to the meeting. The public in attendance shall have the right to be heard during both regular and Special Council meetings and all residents are encouraged to attend.
