Duties & Responsibilities

The public service department (DPS) is responsible for the maintenance and construction of infrastructure and services. These include, but are not limited to, roads, drinking water protection, storm and sanitary sewers, building maintenance and parks. They work diligently to provide a safe and high quality of life for our community.

Brush Collection

City service of SMALL brush collection occurs April-November or as long as weather permits. Your service day is Monday and the week of service is based on your address. See map to view your collection week.

*Please place small brush/twigs curbside (not in bags or containers).

Waste Management’s seasonal service of collecting Yard Waste always runs on or following April 1st to the last service day on or prior to November 30 of each year.

Yard Waste must be in marked containers or yard waste bags for Waste Management to collect.

Leaf Collection

City service of FALL leaf pick up will begin as determined by DPW and will continue as long as weather permits. Your service date is based on your address. See the map to view your leaf collection day.

*Please rake leaves to the curb and remove from designated paper yard waste bags .

Streetlight out?

DTE Energy’s Community Lighting program has an online reporting tool to make it easy to get your streetlights shining bright again. The following website leads directly to the DTE online street light reporting tool. It’s that easy!  https://outage.dteenergy.com/outdoor-lights

If online communication is not preferred, call the St. Clair Police Department non-emergency line  at 329-5710 with the cross streets of the outage. The police department has access to the exact pole number that needs repair and will provide that information to DTE.

**The repair of streetlights is completed entirely by DTE.

Snow Emergencies

The St. Clair Police Department may use cable local Channel, local radio, and social media outlets to broadcast snow or other public emergencies.  In the event of a snow emergency, all vehicles need to be moved off the road to allow for the snow plow. 

Sidewalk maintenance is the responsibility of the property owner. Weather permitting, withing 24 hours of accumulation, property owner or occupant shall remove and clear away and keep removed and cleared away from the entire width of the sidewalk, all snow, ice, dirt, mud and other objectionable substances.

Road and Infrastructure Projects
Catch basin repair project: April/May 2026
The City of St. Clair has contracted with Great Lakes Contracting Solutions of Waterford, Michigan, to replace or partially reconstruct failing catch basins along section so Jay, Adams and 3rd Street. The project will begin April 1 and expected to last 3-4 weeks.
 
Pedestrian Islands
The Southeast Michigan Council of Governments, SEMCOG, Transportation Alternatives Program provides communities with both federal funding and SEMCOG technical assistance to help make roadways more walkable, bikeable, and environmentally friendly. The City’s submission of a Safe Streets Now Grant for Riverside Avenue Pedestrian & Bike Safety Improvements has been approved in the amount of $209,652. 
The project includes installation of four (4) raised pedestrian refuge islands within the center median/center turn lane of M-29/Riverside Avenue to provide safer, staged crossings at high-use pedestrian locations. These islands will be installed at:  Oakland Ave/South Riverside, the current crosswalk by Cargill Salt Plant, in front of Riverview Plaza Courtyard and at the current crosswalk by the St. Clair Inn.
In addition to the pedestrian refuge islands, the grant-funded work proposes widening the existing sidewalk and establishing crosswalks and pavement markings at intersections along the west side of Riverside Avenue from the Oakland Avenue crossing north to the Pine River bridge. 
Collectively, these improvements are expected to significanly enhance pedestrian and non-motorized safety within the Riverside Coordidor.
The project must follow the Safe Streets Now/MDOT process and bidding schedule. Project is expected to be complete by November 2026. Updates will be provided as known.

The 2026 Local Street program approved by the St. Clair City Council and recommended by the City Superintendent and Administration
Based upon poor surface condition ratings with the latest City wide PASER pavement evaluation, the 2026 Local Street Improvement Program will consist of the milling and resurfacing of Jay Street from 3rd Street to 9th Street and Adams Street from 3rd Street to 10th Street and the complete reconstruction as an asphalt street with concrete curb and gutter on Jay Street from 3rd Street to Riverside Avenue. Local Resurfacing – Jay and Adams – $400,000 3rd and Jay Intersection Reconstruction – $125,000 Jay Street Reconstruction – 3rd to Riverside – $180,000. Small sectional repair on 11th Clinton/Cedar.
Additionally, the City will perform $10,000 of work on streets previously improved by crack filling and sealing as needed.
These projects address the need to replace aging street infrastructure using additional road funding through the City’s street millage. The City has been proactive within the last few years of improving local streets through the street millage significantly increasing the overall PASER rating for the City’s street network.
