Subject: 6th Street Water Main Replacement – Clinton to Vine
Andrew Tracy, Infrastructure Specialist, Water Division, Region 5, U.S. EPA has confirmed the Congressional allocation of $ 943,188.17 grant funding under the State and Tribal Assistance Grant Program or STAG-Drinking Water The estimated $ 927,000 project includes replacement of aging 6-inch water main along the west side of 6th Street from Clinton Avenue to Vine Avenue that has experienced at least 4 water main breaks over since October 2025 and has placed one hydrant out of service. The new water main would be installed as an 8-inch water PVC water main to meet EGLE compliance for minimum water main size and primarily installed underneath the sidewalk on the west side of 6th Street. All fire hydrants and gate valves will be replaced and all water services transferred from the old water main to the new water main. Lead and galvanized water services would be replaced in their entirety per EPA guidelines from the water main to at least 18 inches inside the building being served.
The City Engineering Consultants, Anderson, Eckstein & Westrick, Inc. have prepared project documents to support the Cities application for the appropriation and
will release bid documents later in the month of July. The City is appreciative of our Congresswoman Lisa McClain, and Senator Gary Peters for their continuing support as we make drinking water safe for the residents of the City of St Clair and the neighboring municipality we service.
