The Treasurer’s Office is responsible for the billing and collection of all monies owed to the City. The Treasurer is also responsible for the billing and collection of water and sewer bills.

Collection

The City Treasurer collects and disburses taxes for St. Clair County, East China School District, St. Clair County Community College, and RESA.   Millage rates are determined by each of the taxing units.  The City Council establishes the millage rate for the City as part of the budgeting process.  Regardless of the fiscal year of the taxing unit, both the summer and winter tax bills cover the calendar year for which they were levied.

Payment Options

The Treasurer’s Office accepts cash, checks, and money orders. Credit and debit cards are accepted although Invoice Cloud charges a 3% convenience fee.

Payments can be made after regular business hours by utilizing our 24-hour drop box located just outside City Hall’s front door on the west side of the building.

Summer & Winter Taxes

Payment must be in our office by closing on or before the due date to avoid additional fees. Postmarks are not accepted for tax payments received by mail.
